Gov. Mark Gordon signed a Memorandum of Understanding with the Federal Permitting Council on Oct. 26, 2026, to coordinate state and federal infrastructure permitting timelines in Wyoming. The agreement allows state permitting actions to appear on the Federal Permitting Dashboard alongside federal permits, making the review process more transparent.
Wyoming is now the 10th state to establish this arrangement with the Permitting Council. According to Emily Domenech, Permitting Council Executive Director, the coordination prevents delays that occur when agencies review projects in sequence rather than in parallel.
"Too often, states wait for the federal government to finish its review before starting their own, and projects sit idle while one agency waits on another," Domenech said. "These agreements end that."
Nancy Vehr, Interim Director of the Wyoming Department of Environmental Quality, said the agreement's benefits include improved communication and clearer expectations between agencies while maintaining "rigorous environmental standards that protect Wyoming's natural resources."
