Federal authorities arrested ten non-citizens on October 14-15, 2026, and charged them with illegal voting in federal elections in North Carolina, the U.S. Department of Homeland Security announced. Nine were lawful permanent residents and one had illegally entered the country in July 2022.

The defendants faced charges of false claim to citizenship and voting by alien. According to prosecutors, they illegally registered and voted in multiple general elections spanning from 1998 to 2024. One defendant, Edduard Omar Majano-Sosa, also faced a firearms charge after authorities found a pistol in his vehicle.

Among the ten, Karl Paul Fout of Germany allegedly voted in seven general elections from 2008 to 2024, while Ramona Abreu-Exia, also of Germany, allegedly cast illegal votes in eight general elections and one primary election between 2004 and 2024. Several defendants had prior criminal convictions involving drug offenses, theft, and weapons violations.

"These aliens have been arrested and charged with illegally voting in multiple elections," said Homeland Security Secretary Markwayne Mullin. "They knowingly violated our laws."

Homeland Security announced similar charges against non-citizens in recent months in other states including New Jersey, Missouri, Pennsylvania, Minnesota, Kansas, and Louisiana.
