Texas Comptroller Don Huffines announced a new fraud reporting feature embedded in the state's primary accounting system, making it visible to all employees when they log in.
The button appears on the login page of the Centralized Accounting and Payroll/Personnel System (CAPPS), used by state agencies for accounting, payroll, and personnel processes. It links directly to the Comptroller's Law Enforcement Operations whistleblower portal, which was launched earlier this week.
No previous Texas Comptroller has integrated a government fraud reporting tool directly into such a widely used state system, the Comptroller's office said. The enhancement is part of the Comptroller's Taxpayer First Initiative, described as promoting transparency, accountability, and responsible stewardship of public resources.
"The state of Texas will not tolerate government fraud, waste, or abuse — not from anyone," Huffines said. "State employees are on the front lines. They see the problems and the misconduct that others miss. By putting a government fraud reporting button directly in CAPPS, we're giving every state employee a fast, secure way to alert us the moment something looks wrong. This is unprecedented."
