The San Diego County Air Pollution Control District adopted amended Rule 69.7 on October 8, 2026, establishing new standards for landfill gas flares at major municipal waste facilities. The rule sets emission limitations and work practice standards for enclosed flares designed to improve control and combustion of landfill gas.
The amended rule applies to enclosed landfill gas flares at municipal solid waste landfills in San Diego County classified as major sources of nitrogen oxides, meaning they can emit 25 tons or more per year.
The amendments comply with federal Reasonably Available Control Technology (RACT) requirements supporting air quality goals established by the U.S. Environmental Protection Agency and the California Air Resources Board. The changes also enable the county to resubmit the 2020 RACT Demonstration for ozone.
