Consumers Energy is proposing to build a coal ash processing plant at its existing J.H. Campbell power station in West Olive, Michigan, the Michigan Department of Environment, Great Lakes, and Energy announced.

The company must obtain an air Permit to Install before construction can begin on the new facility, which would be located within the same property lines as the existing coal-fired power plant. An air permit limits the release of air pollutants and ensures compliance with air quality standards, including health-based standards, according to the state.

The Michigan Department of Environment, Great Lakes, and Energy will hold a public hearing on October 27, 2026, to review the proposed permit. Air permits establish requirements for how a company must operate, monitor its activities, and maintain records, and include testing requirements to ensure compliance.

Comments on the proposed permit can be submitted until October 29, 2026, through the MiEnviro Portal, by email to EGLE-AQD-PTIPublicComments@Michigan.gov, by mail to the EGLE Air Quality Division at P.O. Box 30260, Lansing, Michigan 48909-7760, or by calling 517-284-0900.
