Andres Garcia, a Cuban national and Lawful Permanent Resident living in Missouri, was arrested October 6 by U.S. Immigration and Customs Enforcement's Homeland Security Investigations unit in Kansas City. He was charged with two counts of voting by an alien—for voting in the November 2022 and November 2024 elections.

Garcia registered to vote in Cass County, Missouri, in 2004, before acquiring legal permanent residency status. When registering in 2004 and again in 2013, he claimed to be a U.S. citizen, despite knowing he was not, according to the department. He voted in at least 15 elections over 20 years, including at least 13 federal elections.

Garcia entered the United States illegally through Florida in September 1969. He applied for Lawful Permanent Resident status in February 2009, which was approved in July 2009 and backdated to August 2006.

The case is being prosecuted by Special Assistant U.S. Attorney Michael J. Nichols in the Western District of Missouri.
