Texas Comptroller Don Huffines announced a ban on state grant funding for Flock cameras, automated license plate readers, and vehicle-identification systems that convert license plate images into computer-readable data.

The prohibition applies to all future grants administered by the Texas Comptroller's office and prevents grantees from using grant funds to procure, contract for, or renew contracts for the prohibited equipment or services.

Covered systems include products from Flock Group Inc. (operating as Flock Safety), Motorola Solutions Inc., Axon Enterprise Inc., and their successors, affiliates, and resellers that offer automated license plate recognition or vehicle-identification technology.

"The government has no business tracking where law-abiding Texans drive," Huffines said. "Doing it without a warrant is a clear violation of the Fourth Amendment of the Constitution."

The agency will incorporate the restriction into all relevant grant solicitations and agreements going forward.
