Colorado election officials are implementing voting safeguards for Ballot Issue 7A, a rail proposal that created confusion when the sponsoring district failed to properly communicate boundary changes to county clerks.
The Colorado Department of State sent voting guidelines on October 7 to Adams, Arapahoe, Douglas, and Weld County Clerks regarding how to tabulate votes and identify eligible voters for the measure. On October 8, state elections officials convened with each county to establish testing protocols ensuring only eligible votes are counted.
The Front Range Passenger Rail District referred the rail measure to voters but did not adequately communicate updated district boundaries following a 2026 law change. The district has since sent a letter to the counties clarifying the boundaries.
Ballots have already been distributed in the four counties. Voters living outside FRPRD boundaries will have their full ballots counted, except for votes on Ballot Issue 7A. Ballot processing begins October 19, and no votes have been tallied in this contest yet.
