Washington appoints prosecutor to new Skagit County judge seat

The appointment fills the first new Superior Court position in Skagit County since 2006

Governor Bob Ferguson appointed Haley Wolcott Sebens to the Skagit County Superior Court, effective January 1. The position was newly created by legislation Ferguson signed earlier this year and is the first addition to the court since 2006.

Sebens is a judicial officer and litigator with more than 16 years of legal experience. She has served as a Skagit County Superior Court Commissioner since January 2025, presiding over domestic and family law, child welfare, guardianship, probate and estate cases.

She spent more than 10 years in the Skagit County Prosecutor's Office, where she served as Senior Deputy Prosecuting Attorney specializing in felony crimes against women and children, including domestic violence and sexual assault. As a trial attorney, she handled more than 80 jury trials and argued cases at the Washington State Court of Appeals and Washington Supreme Court. She previously worked as a Skagit County Public Defender.

"Haley Wolcott Sebens has demonstrated a strong commitment to serving Skagit residents," Ferguson said. "Her passion, legal expertise and deep knowledge of the Skagit County Superior Court make her an excellent addition to the bench."

Sebens earned her bachelor's degree from the University of Washington and graduated from Gonzaga Law School, where she served as an editor of the Gonzaga Law Review.
