Washington launches grievance system for home care recipients

A new state system allows people receiving home and community-based services to report concerns about their care plans and providers.

Washington's Developmental Disabilities Administration and Home and Community Services Division launched a new grievance system on July 1, 2026, for people receiving home and community-based services, according to the agencies. The system allows recipients and their representatives to report concerns about care plans, care needs, state staff, paid providers, or community home settings.

People can file grievances online at dshs.wa.gov, by email to grievances@dshs.wa.gov, by phone at 1-800-737-0617, in person at any Home and Community Living Administration field office, or by mail to Home and Community Living Administration Attn: HCLA/DDA Grievances, PO Box 45600, Lacey, WA 98504-5600.

The system was created to comply with the Home and Community Based Setting Access Rule, finalized by the Centers for Medicare and Medicaid Services in 2024. Federal regulations require states to establish grievance systems that provide consistent, timely and transparent handling of concerns from recipients of these services.
