Oregon opens contractor enrollment for home energy rebate programs

Two federally funded programs to offer rebates for efficiency upgrades

Oregon is opening contractor enrollment for two new home energy rebate programs starting Oct. 12, 2026, the Oregon Department of Energy announced.

The Home Efficiency Rebates Program, also known as HOMES, and the Home Electrification and Appliance Rebates Program, also known as HEAR, will provide rebates for high-efficiency home improvements and appliance installations. The programs will focus on single-family and multifamily households, particularly those with low or moderate incomes.

Contractors, home energy assessors, and energy modelers can register as Enrolled Contractors beginning Oct. 12. Most projects must be completed by enrolled and trained contractors to qualify for a rebate. Enrolling early allows contractors to complete required program trainings before rebate applications open.

Rebate applications for single-family properties are expected to open once the U.S. Department of Energy approves the programs to launch, a requirement of the federal grant. Additional program phases for multifamily property rebates and HEAR appliance coupons for retail locations are planned for 2027.

"Enrolling contractors now will help ensure that Oregonians across the state will have contractors available to complete energy efficiency projects once rebate applications are approved," said Oregon Department of Energy Director Janine Benner.

A webinar on Oct. 6, 2026 from 9-10 a.m. will provide more information about enrollment. Energy Trust of Oregon and Earth Advantage are administering the programs on behalf of the state.
