Oregon opens first low-embodied carbon affordable housing on coast

Sixty units in Manzanita now available to families earning under area median income

Spruce Point, the first low-embodied carbon affordable housing complex on the Oregon Coast, has opened with 60 units available to families earning 30 to 60 percent of area median income, as of September 21, 2026.

The project, located at 522 Legacy Place in Manzanita, is supported by the Oregon Department of Environmental Quality's Climate Equity & Resilience Through Action (CERTA) Low-embodied Carbon Housing Program, a statewide initiative designed to address both the housing crisis and the climate crisis.

Low-embodied carbon housing is designed and built to reduce greenhouse gas emissions, including the carbon emitted during manufacturing, transportation and installation of building materials, known as the "up front carbon." The project was developed in partnership with the Tillamook County Board of Commissioners, Home First Development and Green Light Development.
