Culver City is developing proposed zoning regulations for autonomous vehicle fleet services ahead of a public hearing scheduled for September 14, 2026.
Autonomous vehicle fleet services are operations that support three or more autonomous vehicles and may operate around the clock. Activities include vehicle charging, light cleaning and maintenance, software servicing, storage, and administrative operations.
Under the proposed framework, the operations would be allowed in certain mixed-use zones but prohibited in residential zones, within 100 feet of residential zones, in Downtown Culver City, and next to hospitals, fire stations, police stations, and other public safety facilities. The regulations would require that vehicle queuing, staging, and idling not block streets, bus stops, accessible facilities, and emergency access.
The proposed standards would limit potentially disruptive activities like towing, loading, deliveries, repairs, and vacuuming to daytime and evening hours. The regulations would also require screening and landscaping to reduce light and noise impacts, mandate at least one staff member on-site during operations, and require a publicly posted 24-hour emergency contact.
The regulations include an administrative review process with public notice and appeal provisions for operators seeking alternative ways to meet certain requirements, provided the alternatives provide equivalent protection for public health and safety and do not affect emergency access.
Community members are encouraged to provide feedback through the city's website before 3 p.m. on September 14 so comments can be considered before the public hearing.
