The Oregon Department of Environmental Quality issued 12 civil penalties totaling $430,292 in July for various environmental violations across the state. Fines ranged from $6,800 to $75,200.
Violations included a glass manufacturing facility that failed to measure visible emissions on multiple occasions, exceeded production limits, and failed to monitor stormwater discharge; automotive fueling stations that did not perform required tests and inspections of underground storage tank systems or maintain spill prevention equipment; and construction projects that failed to implement adequate stormwater pollution and erosion controls, causing pollution to state waters.
The Oregon DEQ issued penalties to 12 entities, including Owens-Brockway Glass Container in Portland ($75,200 for air quality and stormwater violations), Lennar Northwest in Estacada ($71,700 for stormwater violations), and Kaiser Foundation Hospitals in Clackamas ($56,292 for stormwater violations). Other recipients included AKS Engineering & Forestry, Central Service, G&A LLC (doing business as Max Mart & Deli), Garth Culbertson, Hydro Extrusion Portland, Return Polymers, Roger Edens, Seneca Sawmill Company, and TI-1846 Redmond.
Entities that received penalties must either pay the fines or file an appeal within 20 days. Penalties may include orders requiring specific corrective actions. Starting this fall, the DEQ will begin accepting applications for supplemental environmental projects, which can offset civil penalty fines by funding environmental improvements. The agency will hold a virtual listening session on September 17, 2026, at 10 a.m., to help nonprofit and government organizations learn how to apply for pre-approval of qualifying projects.
