The U.S. State Department rescinded Syria's designation as a State Sponsor of Terrorism, and the Treasury Department removed the militant group Hay'at Tahrir al-Sham (HTS), also known as al-Nusrah Front, from its list of designated global terrorist organizations.
The actions align with the Trump administration's stated policy toward Syria. Treasury Secretary Scott Bessent said the decision "will help foster additional investment in Syria to promote political and economic stability."
The delisting of HTS follows an earlier State Department decision in July 2025 to revoke its designation as a Foreign Terrorist Organization.
However, the Treasury Department simultaneously designated two former HTS affiliates as terrorist supporters. Sa'd Bin Sa'd Muhammad Shariyan al-Ka'bi was designated for providing financial and logistical support to al-Qaeda. Jamal Husayn Zayniyah was designated for his involvement with Hurras al-Din, which the announcement said has been forming a cell in Syria including weapons training and assassination planning.
Treasury said the designations were taken to maintain sanctions on terrorist financing and ensure Syria's security and stability.
