Second Federal Savings Assumes Deposits of Failed Philadelphia Bank

Tioga-Franklin Savings Bank's sole branch will reopen as Second Federal on Monday with FDIC insurance protection continuing for depositors.

Second Federal Savings and Loan Association of Philadelphia has assumed all deposits of Tioga-Franklin Savings Bank, which reported total assets of $68 million and total deposits of $67 million as of June 30, 2026, the FDIC announced.

Tioga-Franklin Savings Bank's sole branch will reopen as a branch of Second Federal during normal business hours on Monday, August 24, 2026. Depositors will automatically become customers of Second Federal, and their deposits will continue to be insured by the FDIC, the agency said. Customers will have immediate access to their deposits over the weekend through checks, ATM cards, and debit cards.

The FDIC preliminarily estimates that the failure will cost the Deposit Insurance Fund approximately $5.5 million.
