Michigan's Department of Environment, Great Lakes, and Energy is proposing a general permit for portable hot mix asphalt plants, which are mobile facilities that produce asphalt at construction sites and can relocate within the state.
Under the proposed permit, companies could operate a portable asphalt plant with a capacity of no more than 500 tons per hour and no more than 500,000 tons per year across all locations. Facilities would be required to comply with all applicable air quality rules and notify the state's Air Quality Division when relocating.
The state said a general permit streamlines approval for similar industrial processes that emit the same air contaminants and use comparable pollution control methods. The conditions in an air permit limit the release of pollutants and establish operating and monitoring requirements to ensure equipment meets air quality standards, including health-based standards.
The public comment period runs through September 28, 2026. A public hearing is scheduled for September 24 at 6:00 p.m., and comments may be submitted by email, mail, or voicemail to the state's Air Quality Division.
