The Michigan Department of Transportation is delaying the start of extensive repairs to the Portage Lake Lift Bridge between Houghton and Hancock to explore a new construction method that could reduce traffic disruptions.
The project was scheduled to begin in 2027 or 2028 and will include removing and replacing the upper and lower decks of the lift span, replacing the northernmost span's concrete deck, and partial bridge painting and other repairs.
Through a collaborative design process with a construction manager, a new idea emerged: building an entirely new lift span off-site, then floating out the old span on barges and floating in the replacement during a brief window. This approach was used when the original lift span was installed in 1959.
"This could significantly reduce traffic impacts for motorists, provide a higher quality final product and better overall long-term value," said Rob Tervo, manager of MDOT's Ishpeming Transportation Service Center.
If deemed feasible, construction could begin in 2028 and be completed over two to three years. If the new concept is not viable, the project would likely start in 2027 using the original repair plan, with major work completed over four years including three full winters of work on the lift span, finishing in spring 2031.
Regardless of the method chosen, motorists and bridge users should expect significant traffic disruptions during some project phases.
MDOT is pursuing environmental and regulatory approvals and will involve surrounding communities and key partners to identify and mitigate concerns. Al Anderson, an MDOT construction engineer, said the collaborative process "improves constructability and identifies potential pitfalls, so these items can be vetted and solutions can be found early on."
