Texas Comptroller Don Huffines announced the Taxpayer First Project, a comprehensive reform initiative for state tax administration.
The project includes streamlining tax administration, communicating policy through public rulemaking rather than internal directives, ending retroactive policy changes, fixing administrative hearings processes, speeding up refunds, improving audit operations, and establishing transparent settlement processes.
"Texans deserve fairness and transparency from their government," Huffines said. "For too long, Texas businesses had to navigate unfair, retroactive policy changes, confusing rules that were inconsistently applied and painfully slow refunds when they overpaid their taxes."
Huffines was appointed by Gov. Greg Abbott and sworn in on August 1, 2026. The Comptroller's office oversees collection of more than 100 separate taxes and fees, including local sales taxes administered on behalf of more than 1,800 Texas cities, counties and local governments.
The office is also conducting a comprehensive performance review to identify inefficiencies and find savings, measuring agency operations against private sector practices.
