Governor Stein Takes Action on Four Bills

Governor Stein made the following statement on signing House Bill 1173:

“I am signing House Bill 1173 in memory of Jaleeyah Tune, a bright young girl whose life was cut far too short.

We must address the root causes of gang violence by giving young people a better path, and we must crack down on gang activity to protect innocent North Carolinians.

I thank Representative John Bell for his leadership and the Tune Family for their strength.”

Governor Stein made the following statement on signing House Bill 1104:

“People need to be and feel safe in their communities, and when people are in crisis, they need help to ensure everyone’s safety.

This bill will advance those goals.

It will strengthen our state’s involuntary commitment system and support people who are struggling with mental health or substance misuse who might hurt themselves or others.

The bill strengthens outpatient commitment, connects defendants to treatment so they may stand trial, and requires studies to further improve IVC using telehealth, mobile crisis units, stronger training for IVC examiners, and data sharing to improve outcomes for people with substance use disorders.

I thank NCDHHS, the House IVC Committee, the NC Collaboratory, the Administrative Office of the Courts, and law enforcement for their partnership. However, the recently passed budget does not provide enough funding to support the goals of this bill – keeping people safe by improving behavioral health outcomes.

I look forward to working with the legislature in the future to ensure this critical work is fully supported.”

Governor Stein made the following statement on signing House Bill 162:

“This bill gives North Carolina another tool in the toolbox to build more homes and make housing more affordable.

It increases flexibility for homeowners and homebuilders by eliminating mandatory minimum parking spaces based on occupancy in most counties.

This change will lower rents for people.

It also enables local governments to offer voluntary incentives for stormwater control, which can help protect property from flooding and improve community resilience.

Let's keep advancing pro-housing policies to ensure affordable homeownership is not just a dream, but a reality for North Carolina families.”

Governor Stein made the following statement on signing Senate Bill 1041:

“North Carolina is the top state for workforce because we invest in our people.

This historic advancement represents our state’s most comprehensive human resources modernization in the last half-century.

The bill makes it easier to apply for state jobs, creates work-based learning opportunities for state employees, and helps spouses of servicemembers find jobs in state government.

It also puts families first by expanding paid parental leave for state employees to 12 weeks.

With these updates, we remain on track to make North Carolina the best place to live, work, and raise a family.”
